Conflict: Government and Policy Team

Case Study3 : The Poisoned Chalice: By Matthew Mcdonald, University of New South Wales Joseph had been a team leader for two years and felt he was ready to take the next step in his public service career. He had begun his career as a graduate trainee in the Department of Agriculture after completing a double degree in commerce and environmental science. After his traineeship he was offered permanency as a policy officer, eventually rising to the post of team leader. As a team leader Joseph felt he had gained the trust and respect of his four staff member and had learnt the basic skills of being a manager.Joseph applied for various management positions within his own department without success. Undeterred, he applied for a position in another government department responsible for environment and heritage and was successful. The role involved taking over the position of manager of a â€Å"Taskforce† that had been set up five months previously. The taskforce was made up of 10 tea m members responsible for developing and implementing a set of government policies and programs designed to assist primary producers to manage better the environmental threats to their land.Joseph couldn’t have been happier with his new promotion and he looked forward to applying what he had learned as a team leader to the challenges of his new post. The taskforce itself was divided into two teams. The first team- â€Å"the policy team† was responsible for developing policies in consultation with the minister’s office that would underpin the programs to be eventually rolled put all over the country. This team was made up of highly experienced member. The second team- â€Å"the implementation team† was responsible for implementing the policies developed by the policy team.The job of the implementation team was to deal with the logistic of implementing the programs and working with the numerous stakeholders involved. For Joseph, everything started put well in his new position. He gradually got to know each of the team members, who seemed skilled and competent in each of their roles. He also began to understand better the job that the taskforce was required to do. However, as the days turned into weeks some major problems in the taskforce began to appear.The first major problem was that other sections within the department were unhelpful and difficult to deal with when he made requests of them or sought to initiate collaborations. When he asked his staff why this was the case, the most common response was that the department had â€Å"had it in† for the taskforce as posing a threat to their own positions. The bad blood between the taskforce and the rest of the department made Joseph’s position vary difficult because he and his staff were heavily reliant on other areas of the department for their expertise, advice and assistance in order to manage the project successfully.The second major problem was the taskforce itself, Joseph began to realize that the two teams were highly antagonistic towards each other. This was evident in taskforce meetings, where there was an obvious hostility between them. Joseph also discovered that very little had been achieved since the taskforce was setup, and found that it was now well behind the government’s schedule. However, the full implications of Joseph’s predicament became apparent only after a revealing conversation with Alison, a junior member of the implementation team, while working back late one evening.Alison told Joseph that the previous manager of the taskforce, John, had left the position because of the problems associated with it, everything had started out well; however, then the policy team had begun to treat the implementation team as inferior because the implementation team members were younger in age, were less experienced and had made a major blunder in the first few weeks by getting a national farmers’ union offside. After thi s blunder the policy team had begun to refer to the implementation team as ‘the idiots’.The policy team had also taken a superior attitude towards members of other sections within the department because of their close relationship with the minister’s office. This problem came to a head after a chain of emails had been leaked to the rest of the department by a member of the implementation team, who had inadvertently received them, in the emails, members of the policy team had made disparaging remarks about people from other section with whom they had been working, this had created a furors in the department.As a result, a number of formal complaints about members of the policy team had been made. Instead of dealing with this and the other problem associated with the taskforce, the previous manager, John, had closeted himself away in his office, hoping they would go away. Realizing that events were starting to get out of control, John’s manager. Max, had ste pped in to try and sort out the situation. He had done this by speaking with all of the taskforce members both individually and as a group.This had made a difference for a short time: however, the antagonism between the two teams in the taskforce had eventually returned, and it had seemed the nothing could be done to repair the damage inflicted by the leaking of the emails. It was at this point that John had resigned. Due to the taint that hung over the taskforce, no one in the department had been willing to apply for the now vacant position of taskforce manager. After speaking with Alison, Joseph realized he had been handed a â€Å"poisoned chalice† that nobody else wanted.He became very worried that the taskforce would not meet the departments’ and the government’s objectives and timelines, and the he would be blamed for its failure, adversely affecting his long-term career and future promotion prospects. Evaluating Compliance Strategies Essay

The compliance process is very important in medical billing and coding. After a patient is seen, physicians document the patient’s visit. Medical administrators then post the medical codes of the visit in the practice management program (PMP) and prepare the claim. It is important to prepare claims correctly in order to stay in compliance. A correct claim connects a billed service to a diagnosis. The diagnosis has to relate to the billed service to treat the patient’s ailment. The connection is referred to as code linkage. It is important to correctly link procedures and diagnosis’ because if they aren’t correctly link the payer will reject the claim and will not pay for the services which then makes the patient responsible for payment. To be in compliance, medical insurance specialists need to know each payer’s billing rules stated in each insurance policy. These are subject to change and updated frequently so medical insurance specialists also use payer bulletins, websites, and maintain communication with payer representatives to make sure they are staying in compliance. Medicare also has its own set of rules and regulations. The Medicare National correct coding initiative (CCI) controls improper coding. CCI edits are used by computers to check claims for errors that would lead to improper payment of services. The CCI prevents two procedures from being billed that could not have been performed together. Private payers also have code edits similar to the CCI. Compliance errors sometimes occur. Submitting an improper claim may just be a simple mistake such as a typo, or sometimes it may be a deliberate act of fraud. Other common errors that are sometimes made are truncated coding, incorrect gender or age of the patient, assumption coding, altering documentation, coding without proper documentation, reporting services provided by unlicensed providers, and coding a unilateral service twice instead of choosing the bilateral code. For these reasons there are several billing and coding compliance strategies that have been put in place. One compliance strategy used by healthcare professionals is to carefully define bundled code and know global periods. A medical insurance specialist needs to be clear on what individual procedures are contained in bundled codes and what the global periods are for surgical procedures. Another strategy is to benchmark the practices E/M codes with national average. By comparing the practice reports with national averages, upcoding is able to be monitored. Another strategy is to use modifiers appropriately, and be clear on professional courtesy and discounts to uninsured and low income patients. The strategy that I find the most useful and am in support of is to maintain compliant job reference aids and documentation templates. Job reference aids are a form of a cheat sheet that lists procedures and CPT codes that are most often used by each individual practice. I think that the only way this strategy can be improved is to make sure that the job reference aids are updated frequently when new services are added to the practice, and when codes change or new ones are added. This can be accomplished by keeping track of when codes are updated or changed. There are many implications of incorrect medical coding. An improper claim will get rejected or denied by the payer. When this happens the physician will need to either file an appeal, or correct the issue. If the error can be corrected the claim can be resubmitted, however this is still unfortunate because the process will take longer than if it had been done right in the first place. When coding errors are made due to fraudulent attempts, the person who prepared the claim will lose their job and face legal action. Also, sometimes the physician in charge of the practice will be liable and possibly sued, because he/she is responsible for their employee’s and their actions. Medical coding, physician, and payer fees are all related to the compliance process. Any services performed by a physician will need to be correctly coded so that they can be paid for. Medical coding must be done properly in order to stay in compliance. Physicians must be honest and provide proper documentation of any and all services performed in order for an insurance company to accept a claim and pay for the services that were performed. As long as everyone works as a team, and works in honesty, it is easy to stay in compliance. And by using the strategies I have outlined, compliance is not difficult to follow.

Porters The Jilting of Granny Weatherall present the main character, Ellen Weatheral, also called Granny Weatheral, as a sick eighty-year-old woman who has been through up and down of life and now laying on her dying bed. Porter moves back and forth freely from the present realities to the past memories without visible time boundaries and confuses readers so that to show the confusions in the Granny Weathers mind. As the title itself foreshadow, Granny Weatherall had been jilted. Sixty years before, she was being left alone at the altar sweating inside a white veil and in front of an untouched white cake (82). By then her husband to be, George, did not show up at all. The feeling of being jilted was so devastating and it has been affecting her throughout her lifetime. However, as time passes, she is able to go through changes that to some extent heal parts of her wounded vanity. Even if he is not alive today, she wishes to let George knows that she is given back everything he took away and more' (83). Somehow, she is satisfied in her accomplishments in life. After he jilted her, she married another man called John and bore four children with him. Even though John died at a younger age, she was successful to raises the children alone. She fantasizes the memories and [wishes] the old days were back again with the children young and everything to be done over (81). Some twenty years before, she was assuming of dying soon. However, death had never come by. Now, at the time she less think of it and unprepared for it, it comes to her as an endless mass of darkness. Even thought she hates the surprise, she believes that she has already secured a straight road to God (84). Her life, as a dot of light in the bottomless of the darkness, is waiting sign from God so that to be taken to heaven. God might be late or does not come at all. Nevertheless, Granny Weatherall, as a person who had been jilted before, has no courage to withstand the feeling and to wait. She once again feels being jilted. However, this time it is by what she value most and theres nothing more cruel than this-[she]ll never forgive it' (85). With this break of the promise of eternal life, her self-importance become permanently lost and she decide to end her life by blowing out the spot light. On the second story, the Young Goodman Brown, Hawthorne presented a young man called Young Goodman Brown who is newly married with a young woman, called Faith. Hawthorne used such symbolic naming so that to magnify the roles of the characters. The story opens with Young Goodman Brown leaving to a forest at night with a curious evil purpose -a mysterious journey to see the devil (420). When he leaves home, he feels sad for abandoning Faith at night and promises for himself that this will be for once and for all. However, what he is going to experience at this night would change him far more than what he imagined. While Brown fearfully hurries into the forest, he encounters an old man who seems the devil himself. Soon after, Brown feels bad and begins cursing himself for being the first to participate in such wickedness in his family line, whom he assumed them as a race of honest men and good Christians' (421). The traveler argues by evidencing himself as collaborator of Browns ancestors while they were committing crimes of persecution and genocide. Later on, Brown noticed an old woman, who had thought him catechism as youth and who currently is his counselor, proceeding into the darkness. Even though this tempted him for a while, he realizes that this womans choice to ruin her life has nothing to do with him and decides to stop to move forward-hoping to return home. At some point after he reached, when he was not able to find Faith there, he was hoping that his backsliding would heal. Yet, the one look at his pale wife makes the change irreversible (428). This fearful experience, whether it was dream or reality, make him to lead a distrustful and gloomy life afterwards. Lastly, in her story, Sweat, Hurston present the main character, Delia John, as a suppressed and exploited washerwoman who is married to an oppressive husband, Skyes Johns. Even if she has been in this abusive relationship for fifteen year, they had different expectations from the beginning: [she] had brought love to the union and he had brought a longing after the flesh (531). Throughout their life together, he has been mistreating her both physically and mentally, wasting her money and cheating frequently on her. However, still she is trying to cope with the situation by neglecting him and by [avoiding] the villagers and meeting places in her efforts to be blind and deaf(534) Even if she tried to bring peace back piece many times, he refused to do so as he has now another intention. Now, he wants to throw out Delia as sugar-cane' and lives with another woman at Delias house (533). While he knew that she has an extreme fear for snake, thinking it would help him to push her out, he allows a rattlesnake to stay at the house. Frightened to death, she is manages to escape and to lie on the barn of the house. While she is there, coherent thought comes toward her mind and she begins to make self-examinations (536). She realizes that, her life is now endangered and it is vivid that Skyes wants to kill her. She also becomes conscious that, it is futile to fight for this unfortunate marriage and there will nothing she will regret about: Well, Ah done de bes Ah could. If things aint right, Gawd knows taint mah fault' (536). After that, Skyes entered to the house and attached by the snake. As she is already utterly broken and wounded, even though she can hear his horrible screams, she does not have the gut to help. Even at the end, she rather wants him to realize she had been there the whole time he was being attached. These three stories are similar in that they all have a turning point in which the main characters totally wounded their vanity. However, each was used for different purposes. Importance of Identity in Toni Morrisons The Bluest Eye :: The Bluest Eye Essays

The use of characters as symbols is a common literary device, and Toni Morrison employs it to great effect.   In Morrison’s novel, The Bluest Eye, the central theme is the influences of the family and community in the quest for individual identity (Baker, 2008).   This theme is recurrent throughout the novel and she uses the characters of Pecola Breedlove, Cholly Breedlove, and Pauline Breedlove as symbols for it.   However, these characters are not merely symbols of the effects of the family and community on an individual’s quest for identity, they are also representative of the quest of the many black people that were migrating north in search of better opportunities.  Ã‚  Ã‚   The Breedlove family is not a family in the social sense.   Essentially, they are a group of people living under the same roof, a family by name only.   Cholly (the father) is an alcoholic man who literally beats his wife Pauline and sexually abuses his daughter Pecola.   Pauline is a â€Å"mammy† to a kind, white family and she comes to love them more than her biological family for obvious reasons.   Pecola is a delicate, small girl who holds a very poor image of herself.   Because she does not live up to the world’s standard of beauty and have blue eyes, she believes herself to be ugly.   As a result, she prays every night that she will wake up with blue eyes.   Brought up as a poor unwanted girl, Pecola Breedlove desires the acceptance and love of society. The image of "Shirley Temple beauty" surrounds her. In her mind, if she was to be beautiful, people would finally love and accept her. The idea that blue eyes are a necessity for beauty has been imprinted on Pecola her whole life.   "If [I] looked different, beautiful, maybe Cholly would be different, and Mrs. Breedlove too. Maybe they would say, `Why look at pretty eyed Pecola. We mustn't do bad things in front of those pretty [blue] eyes'" (Morrison 46).   Many people have helped imprint this ideal of beauty on her. Mr. Yacowbski as a symbol for the rest of society's norm, treats her as if she were invisible. "He does not see her, because for him there is nothing to see. Thesis Statement: Many Americans cherish their country as a place of opportunities, but African Americans have experienced horrible things and have not been given the chance white Americans have, as others in this country. African Americans were freed from slavery by the 13th amendment of the constitution and the 14th amendment and let them be free but that did not mean they were given the same opportunities as other white people. But still in the 1960’s they were discriminated against because of the color of their skin. This means they were not allowed to go to the same school, movie theaters, restrooms, public facilities. Before the Civil War blacks were not allowed to read and write. Their white owners felt that if they became educated they would not want to be slaves. After slaves were freed in America the government had to decide how to share resources with blacks, In regard to education it was decided that African Americans had the right to an education however it was decided separate but equal was fine. This meant that schools were designed so black and white people were served but in separate areas or different locations. The problem was blacks and whites were not given the same buildings or resources, African Americans got much less. White’s believed that blacks were incapable of learning at an advanced level. In the 1960’s, 15 percent of African Americans had no schooling, and 48 percent had never gone beyond the fifth grade. The reason behind this was because African Americans were treated so horrible. They were called niggers, black monkeys and filthy trash. African Americans also get threats how if they came across town where whites were they would be burned or killed. The Jim Crow laws were state and local laws in the United States between 1876 and 1965. The Jim Crow law was to segregate African Americans and whites for the reason that blacks would not be in contact with the whites.
